  1. Compensation & benefits
- Design, improve and deploy effectively the compensation and benefits systems and procedures according to the labor law and organization’s regulations.
- Periodically conduct market surveys to monitor organization compensation and benefits policy competitiveness with regards to similar NGOs in Cambodia.
- Contact labour officials and employers association (i.e. CAMFEBA) for regulation updates and compliance check.
- Supervise monthly payroll operations proceeded by the Payroll Officer, and ensure the quality of the information provided to the Finance Department.
2. Personal Administration
- Design and develop HR strategies, procedures, guidelines and regulations related to personnel administration to ensure that the Human Resource function is carried out effectively and efficiently.
- Initiate review of organizational HR policies and practices in line with the organization’s needs.
- Supervise and coordinate Personnel Administration Officer’s activities.
3. HRIS and HR Database management
- Manage and monitor the HRIS to guarantee staff records’ quality for effective HR statistical reports and legal compliance.
- Manage all HR reports from HRIS.
- Provide training for the new HRIS users.
- Support HR Director in updating and improving HRIS.
4. Labor Law
- Provide accurate advice to stakeholders on Cambodian labour law in order to comply with the national regulations and legal rules.
- Seek appropriate support regarding legal laws from partners (CAMFEBA, EuroCham…).
5. Employee relations
- Conduct the annual staff satisfaction survey and analyse the results.
- Organize and coordinate staff seminar and meetings.
- Organize staff elections.
6. Team management
- Supervise and control the activities of the Payroll Officer and the Personnel Administration Officer.
- Fix their annual objectives, monitor their activities, and evaluate their performances
- Ensure the quality and efficiency of the work processes and improve the employee competencies.
- Processes to manage and/or control
- Monthly payroll operations.
- Personal administration processes and records.
Staff’s election.
- HRMIS deployment
- Annual salaries survey and staff satisfaction survey.
- Monthly reporting to HR Director.
  Job Requirements:
- Bachelor degree in HRM
- Good knowledge of Cambodia labor law
- IT skills is an advantage
- Minimum 5 years of related work experience
- Good level of English is a must (both spoken and written).
- French is an advantage.
- Computer literate (Ms. Office, HRIS, Internet…)
-Good knowledge of Cambodia labour law
